Why measure twice?
Because otherwise "it is faster now" is an opinion. The second measurement is what turns the work into a number you can check, and it is the reason this is written as measure, fix, measure rather than as a checklist.
Is this a report or does it fix things?
It fixes them. A report telling you your images are too large is the part anybody can generate; changing them is the part that takes the time.
